Affordability Resources Guide
Salt Lake City knows that rising costs impact everyone. The city has compiled this list of community resources for residents and families to access assistance when it’s needed.
Salt Lake County Tax Relief Programs
Benefit: Qualified property owners can receive a credit (no more than 50% of total tax owed) on your property taxes or be considered for a deferral to pay your property taxes at a later date.
Eligibility: All programs have eligibility requirements that may include household income, age, property value, number of properties owned, etc. Different programs apply to different groups, including; disabled veterans, active-duty veterans, legally blind, seniors, or residents experiencing hardship (no age restrictions).

Home Energy Assistance Target (HEAT) Program
Benefit: Year-round energy assistance for eligible low-income households in Utah.
Eligibility: Total household income must be at or below 150% of the Federal Poverty Level, at least one household member must be a U.S. citizen or permanent resident. Priority is given to elderly and disabled households.

Rocky Mountain Power Home Electric Lifeline (HELP) Program
Benefit: Discounts on electric bills for Rocky Mountain Power customers.
Eligibility: Total household income must be at or below 150% of the Federal Poverty Level, at least one household member must be a U.S. citizen or permanent resident. Priority is given to elderly and disabled households. It’s recommended that customers apply for both HEAT and HELP to get the benefits.

Enbridge Gas Energy Assistance Credit
Benefit: A one-time credit for Enbridge Gas customers.
Eligibility: Total household income must be at or below 150% of the Federal Poverty Level, at least one household member must be a U.S. citizen or permanent resident. Priority is given to elderly and disabled households.

Project Water ASSIST
Benefit: Financial assistance for Salt Lake City Public Utility customers
Eligibility: Household must have income at or below 150% of the Federal Poverty Line and have an active disconnection notice. Assistance is provided on a case-by-case basis, as funding allows. Funding for this program relies on donations from utility customers.
Provided by: Salt Lake City Public Utilities and the Salvation Army
Salvation Army Utility Assistance Program
Benefit: Helps customers of Enbridge Gas, Rocky Mountain Power, and Salt Lake City Public Utilities, catch up on past due bills or avoid disconnection.
Eligibility: Residents who have qualified for and received assistance through the HEAT program and have a past due bill amount or are at risk of disconnection.
Provided by: The Salvation Army
Rocky Mountain Power Moratorium (Shut Off Protection)
Benefit: Protects eligible households from electricity shut off from Nov. 15th to March 15th as long as customers adhere to a payment plan.
Eligibility: Qualified for the HEAT program, have an active termination notice, and must meet one of the additional criteria listed

United Way of Utah’s 211
Benefit: Resources for food assistance, housing, employment, and help for disabled, low-income, and older adults.
Eligibility: Call 211 or visit the website, as each benefit has different eligibility requirements.
